Brazil's transport infrastructure sector has seen an influx of private players following several waves of privatisation that began in the late 1990s, continued by specific actions promoted by the federal government to attract private investments. These include the Investment Partnership Programme (PPI) established in 2016, which has promoted tenders to grant concessions in all four segments (railways, roadways, airports and ports and waterways) and is used today as the main regulatory framework for promoting concessions to private companies. This has provoked an increasing number of private companies that operate assets under concession over time, although the presence of private companies varies in each segment. The new administration of President Lula da Silva (which began in 2023) has maintained the programme under his term, but announced that the aim is to target social impact. As of mid-July 2024, the PPI programme had 209 ongoing projects in a wide range of areas (such as environment, energy, defence, mining, tourism, social infrastructure, urban infrastructure, transport and agriculture, among others) although 62% of these ongoing projects are in two areas - transport (84 projects) and urban infrastructure (47 projects).
