Malaysia's electric power sector consists of three geographical markets, namely Peninsular Malaysia, Sabah (including Labuan) and Sarawak. Tenaga Nasional Bhd (TNB) is the main utility provider in Peninsular Malaysia, and its counterparts in Sabah and Sarawak are Sabah Electricity Sdn Bhd (SESB) and Sarawak Energy Bhd (SEB), respectively. With the introduction of Independent Power Producers (IPPs) since the 1990s, power generation was opened for competition, with IPPs selling electricity to the main utility providers under long-term Power Purchase Agreements (PPAs). Transmission and distribution networks are still quasi-monopolised by the main utility providers in their respective markets. There are smaller distributors, typically industrial park and shopping mall operators, who generate their own power or buy in bulk from the main power companies and then distribute it to their tenants.
