The Mexican oil and gas sector has undergone significant regulatory shifts in the last decade. The 2013 energy reform (under the administration of former President Enrique Peña Nieto) intended to foster competition by opening the sector to private participation. Nevertheless, this policy approach began to reverse during the administration of former President Manuel Lopez Obrador (2018-2024). The latest energy reform took place in 2024, under the administration of President Claudia Sheinbaum. Although these alterations were mainly centred around the electric power sector, the proposal also affected some oil and gas sector regulations. While maintaining some of the vision from his predecessor Lopez Obrador (such as a self-sufficiency strategy), the reforms under President Sheinbaum will allow the possibility of partnerships between the private sector and state-owned companies in the exploration and production segments. Despite this recent reform, as of June 2025, Mexico's oil and gas sector continued to be largely dominated by the state-owned company PEMEX.
